## Moorpark's 1980s roofs are reaching the end of their first life

Moorpark is a young city by Ventura County standards. In the Census Bureau's 2020-2024 American Community Survey the median Moorpark home was built in 1987, and about 42 percent of all housing units went up in the 1980s alone. Only about 20 percent predate 1980. Three homes in four are detached houses, and about 79 percent of occupied homes are lived in by their owners.

A house finished in the 1980s now has a roof system close to 40 years old, unless it has already been replaced. Signs that yours needs a closer look:

- Curling, cracking, missing or badly worn shingles across large areas
- Cracked, broken or slipped tiles in several places, not just one
- Leaks that come back after a repair, or water stains on ceilings after rain

On a tile roof of that age, the tiles themselves often look better than what lies under them. The underlayment beneath the tile does the waterproofing, so an inspection that lifts tiles in a few spots tells you more than a look from the driveway. One energy rule comes with a Moorpark replacement: the city's ZIP code, 93021, is in Building Climate Zone 9, so when more than half of a house's pitched roof is replaced, the 2025 Energy Code (Section 150.2(b)1I, the rule for existing single-family homes) calls for a cool-rated product unless the house already qualifies for an exception, such as R-38 attic insulation or no ducts in the attic.

## Four-fifths of Moorpark is rated Very High fire hazard

Of the Ventura County cities we serve, none has a larger share of Very High land. On the State Fire Marshal's 2025 Fire Hazard Severity Zone maps, about 80 percent of the land inside Moorpark city limits is Very High, and about 88 percent is High or Very High. Only about 7 percent is mapped as non-wildland.

Under the 2025 California Residential Code, roofs in those zones follow the California Wildland-Urban Interface Code, which covers High and Very High zones in local responsibility areas such as Moorpark. In practice:

- A reroof needs a Class A rated roof assembly: the covering, the underlayment and the deck have to rate Class A together.
- Concrete or clay tile laid over a wood deck needs ember protection underneath: a 72-pound cap sheet or a Class A rated underlayment, bird stops at the eaves, and hip and ridge tiles set in mortar.
- Replacing half the roof or more within 12 months puts the entire roof under the new-construction rules, and even a repair has to use Class A materials.

The Mountain Fire of November 6, 2024 started a few miles west of the city, at Balcom Canyon Road and Bradley Road near Somis, and burned 19,904 acres, according to CAL FIRE. ## Does a roof repair in Moorpark need a permit?

Not always. The City of Moorpark exempts "roof repairs or replacements that are less than 25% of the existing roof area, do not involve the underlying framing, and occur no more than once in a 12-month period." A larger repair, one that involves the framing under the roof, or a second repair within the same 12 months needs a permit from Building and Safety, the same as a reroof.

The same city page adds that an exemption from a building permit does not exempt the work from "High Fire Zone restrictions." In a city that is mostly Very High, that means a small tile or shingle repair done without a permit still has to use Class A materials wherever the house sits in a High or Very High zone.

## Filing a roof permit with the City of Moorpark

Inside city limits, permits come from the City of Moorpark's Building and Safety Division, part of the Community Development Department at 323 Science Drive. The city accepts plan checks only in electronic form, through its Self-Help Online Portal (SHOP), by email or on a flash drive, and reviews them against the 2025 California Building Code. The counter takes walk-ins Monday through Thursday from 7:30 a.m. to 1:00 p.m. and works by appointment in the afternoon, with alternating Fridays open.

Homes in the Santa Rosa Valley, an unincorporated community on Moorpark's southern side, are permitted by the County of Ventura's Building and Safety Division instead. If your address is near the city line, confirm which side of it you are on before work starts.
