What West Valley heat and housing do to a roof

The closest NOAA climate-normals station to our office is at Pierce College, less than 2 miles away in Woodland Hills. Its 1991-2020 climate normals show about 115 days a year at 90°F or hotter. Of the 16.4 inches of rain in an average year, about 13.7 fall from December through March, and only about half an inch falls from May through September combined. June-to-August highs at the station average 93.7°F, it logs about 36 days a year at 100°F or more, and August, the hottest month, averages a 97.4°F high with a rainfall normal of zero.

With almost no rain from May through September, a tile cracked or a sealant dried out by that heat stays dry until the December-to-March storms, and that is when it shows up as a leak, so late summer or early fall is the time for a check here.

The Census Bureau’s American Community Survey (2020-2024 estimates) shows how old the housing is in the ZIP codes around our office:

91307West Hills196675%
91335Reseda196373%

In 91303, a third of the housing was built in 2000 or later, so many of its roofs may still carry their first covering. In 91304 and in the Winnetka, West Hills and Reseda ZIP codes, most homes date from the 1950s to the 1970s, and on those houses the roof on top today is rarely the first one.

The building mix around the office varies just as much (same Census survey). In West Hills (91307), about 90% of housing units are detached houses, about 80% are owner-occupied, and about 60% were built in the 1950s and 1960s. In Winnetka (91306), about 61% are detached houses and 37.5% date from the 1950s alone. In 91304, north of the office, about 44% were built in the 1960s and 1970s.

Roof replacement in Canoga Park

Replacement makes sense when the wear is spread across the roof rather than sitting in one spot. In West Hills (ZIP 91307), where about 60 percent of housing units were built in the 1950s and 1960s, the inspection decides whether earlier layers and the original sheathing can stay, and that usually sets the price more than the new material does.

After the inspection you get a detailed written estimate with project photos, a timeline and your material options. We install asphalt shingle, tile, metal and flat or low-slope roofing systems, on houses and on commercial buildings. The roof replacement service page covers the full sequence from tear-off to the final walkthrough, and roofs for new buildings are on the new roof installation page.

Roof repair in Canoga Park

Leaks usually start at damaged shingles, cracked tiles, worn flashing or the vents, pipes, skylights and HVAC units that pass through the roof, and on flat roofs at seams, drains and standing water. The roof repair service page goes through each roof type, including what to check after wind or a heavy storm.

On the hillside streets of West Hills and Chatsworth that sit in the Very High fire zone, even a small repair has to use Class A material (California Wildland-Urban Interface Code, section 507.1); on the flats around the office, outside the zones, that rule does not apply.

Before you agree to a full tile replacement, note one option: the Los Angeles Department of Building and Safety (LADBS) lists “remove existing roof tiles, apply new underlayment and reset roof tiles” as an express permit, and its bulletin states that cool roof compliance is not required for that work. When the tiles themselves are still sound and the leak comes from the underlayment beneath them, ask whether a reset is possible.

Reseda roofing, about 5 miles from the Canoga Park office

Reseda is approximately 5 miles from our Canoga Park office, providing convenient access to our roofing team for inspections, repairs, replacements, and new roof installations.

Reseda’s housing is largely postwar. Census estimates count 25,710 housing units in ZIP code 91335 with a median year built of 1963, and 37% of them were built in the 1950s alone, the largest share of any decade. About half of Reseda’s occupied homes in 91335 are rented, and about 38% of its units sit in buildings of five or more, so landlords and property managers make many of the roofing decisions there. On a house that age, the main question on a new roof is often whether the older roofing can stay under the new layer.

The LADBS re-roofing guidance answers that question: existing roofing may stay in place only when inspection shows all of the following.

GAF shingle bundles staged on the roof deck during a Simi Valley roof replacement by Infinity Roofers
  • The roof structure can carry the weight of the additional roofing.
  • The sheathing is solid and structurally sound.
  • Drains and drainage keep water from collecting.
  • The existing roofing is securely attached to the sheathing.
  • The existing insulation is not water soaked.
  • The required fire rating is maintained.

If any one fails, the old layers come off before the new roof goes on, and the written estimate says which case applies.

Roof permits in Canoga Park: the LADBS rules

Roof deck with GAF underlayment and shingles staged during a Simi Valley roof replacement by Infinity Roofers

Canoga Park, Reseda, Woodland Hills, West Hills, Winnetka and Chatsworth are all neighborhoods of the City of Los Angeles, so roof permits for them come from LADBS. Its express permit bulletin (P/GI 2026-003, revised March 27, 2026) sets out how a re-roof is permitted:

  • A re-roof with a Class A or B roof covering that weighs less than 6 pounds per square foot, over solid sheathing, is an express permit: no plan check.
  • When more than 50% of a residential roof is replaced, the new roof must be a Cool Roof product labeled and certified by the Cool Roof Rating Council (CRRC).
  • Inside a Very High Fire Hazard Severity Zone, the roof covering must be Class A.

Fire zones are mapped by CAL FIRE. On its current map (dated March 24, 2025), the Canoga Park flats, including the blocks around our office and north along Sherman Way, lie outside the hazard zones, and so do Winnetka and the flat parts of West Hills and Chatsworth. The hillside streets above West Hills and Chatsworth sit in the Very High zone, and the hills at the western edge of West Hills include state-responsibility land rated Very High.

One exception to the LADBS rules nearby: Calabasas, which this office also serves, is a separate city, so its roof permits do not come from LADBS.

Commercial roofing in Canoga Park

Around the office, many roofs belong to buildings rather than houses. In ZIP code 91303, Census estimates (2020-2024) put only about a quarter of housing units in detached houses and about 70% in buildings with five or more units, and about 78% of occupied homes are rented. In 91304, north of the office, about 40% of units are in buildings of five or more.

For apartment buildings, shops, offices and industrial buildings, we repair TPO and EPDM membranes and other flat and low-slope systems. Typical work is seam separation, punctures, failed flashing, damaged membrane and ponding water.

A commercial re-roof in Canoga Park can use the same LADBS express permit as a house when the new covering is Class A or B, weighs under 6 pounds per square foot and goes over solid sheathing.

The energy rule is where the two differ: the 50% cool-roof rule above is written for residential roofs, while the LADBS bulletin notes that a non-residential building may need a cool roof under Title 24, Part 6, Section 141.0(b)2B. Ask for the membrane’s Cool Roof Rating Council rating in the bid, so the permit and the product match. The systems we work on are on our commercial roof repair page.

How a Canoga Park roofing job runs

Step 1: an Infinity Roofers estimator inspects the home and plans the roof work
  1. Inspection and written estimate. The estimate names the LADBS case your roof falls into: whether the old layers can stay (the six conditions above), whether the address needs a Class A covering (as on the Very High hillside streets of West Hills and Chatsworth), and whether more than half of a home’s roof is being replaced, which calls for a CRRC-certified cool roof product.
Step 2: an Infinity Roofers crew installs the new roof
  1. Permit, then tear-off. The re-roof permit is in place before work starts. LADBS issues express permits online or by appointment at its counters, and the counter in the San Fernando Valley is the Van Nuys office. When the existing sheathing cannot be verified, or new sheathing goes on, LADBS inspects once before any underlayment or roofing is installed.
Infinity Roofers inspector checking a pipe flashing on a flat roof
  1. Final inspection. Every re-roof gets an LADBS inspection when the roof is finished. Where the existing solid sheathing is easy to verify, that single inspection is usually the only one.
Step 3: final walkthrough and warranty documentation with the homeowner
  1. Final review. After completing the work, we conduct a final walkthrough to review the finished project with you. We clean the work area, answer your questions, and provide applicable warranty documentation and maintenance guidance.

We recently had Infinity Roofers replace our 28-year-old tile roof on our house in Wood Ranch Simi Valley, and I could not be happier with the experience. Infinity and Bar was outstanding to work with from beginning to end. He was extremely responsive, dependable and trustworthy, and he did exactly what he said he would do. His crew was professional, worked efficiently, and completed the project on time and on budget. The quality of the workmanship was excellent. What I especially appreciated was Bar’s practical approach to our roof. Instead of installing an entirely new tile roof, Infinity carefully removed and saved our existing tiles, replaced the broken ones with new tiles, installed new fire resistant and waterproof underlayment and then reinstalled the existing tile. The service included removing and reinstalling our 30 solar panels which went smoothly. This approach cost 1/3 of replacing the entire roof and it looks new with a 10 year warranty. We had experienced a few roof leaks, and with another potentially wet winter El Nino ahead, I’m very glad we decided to take care of the roof now—and especially glad we chose Infinity Roofers. Finding a contractor who is responsive, honest, dependable and delivers quality work at the agreed price is incredibly important. Bar and his team checked all of those boxes. I would highly recommend Bar and Infinity Roofers to anyone in Simi Valley or the surrounding area needing roof work. Five stars!
