Hillside homes and fire hazard severity zones
Which side of Ventura Boulevard a house sits on changes the rules for its roof. On CAL FIRE’s fire hazard severity zone map (dated March 24, 2025), large parts of the hillside neighborhoods south of the boulevard, in ZIP code 91364, are in the Very High zone, with some streets in the High zone. Warner Center and the flatter blocks north of the boulevard are outside the mapped zones.
For a homeowner in the hills, that has three practical consequences:

- Class A roofing. The Los Angeles Department of Building and Safety (LADBS) requires a Class A roof covering inside a Very High Fire Hazard Severity Zone.

- Replacement counts as new construction. In High and Very High zones, the California Wildland-Urban Interface Code (2025 edition, section 507.1) requires a roof that is replaced, or has 50% or more of its covering replaced within 12 months, to meet the requirements for a new roof, including a Class A rated assembly. Smaller repairs must still use at least Class A material.

- No wood shakes. LADBS’s re-roofing guidance states that wood shake and wood shingle roof coverings are not approved in the City of Los Angeles, and that re-roofing over existing shakes is not allowed. An old shake roof on a hillside house comes off completely before the new roof goes on.
The hillside streets near Serrania Avenue are in the local Very High zone, and the ridge along Mulholland Drive above them is state-responsibility land rated Very High. CAL FIRE draws the zones from fuels, terrain and weather, not from neighborhood names: map points we checked inside 91364 fell in the Very High zone, the High zone and outside the zones, so look up the exact address before you compare materials or quotes.

What Woodland Hills heat and winter storms do to a roof
NOAA’s climate-normals station at Pierce College, inside Woodland Hills, averages a 97.4°F high in August and about 36 days a year at 100°F or hotter (1991-2020 normals); NOAA’s downtown Los Angeles station averages about 2 such days. The Pierce College station also records about 115 days a year at 90°F or more. Rain averages 16.4 inches a year and arrives almost entirely in winter, with about 13.7 inches from December through March.
With the Pierce College station logging about 36 days a year over 100°F and almost all of its rain from December through March, summer damage to shingles, sealants and membrane seams usually shows up as a leak in the first winter storm, so early fall is the time for a roof check.
Woodland Hills roof replacement on 1960s and 1970s homes
Much of Woodland Hills was built in the 1960s and 1970s. Census Bureau estimates (American Community Survey, 2020-2024) put the median year built at 1967 in ZIP code 91364 and at 1975 in 91367, which includes Warner Center; in 91367, 40% of the 20,946 housing units date from those two decades. In the hillside ZIP, 91364, about 51% of the housing went up in the 1950s and 1960s, so the roof on most of those houses is not the original one.
Replacement beats another repair when the wear is everywhere or leaks keep returning. The job starts with an inspection and a detailed written estimate that includes project photos, a timeline and your material options.
We install asphalt shingle, tile, metal and flat or low-slope roofs. In the City of Los Angeles, replacing more than half of a home’s roof also means using a Cool Roof product certified by the Cool Roof Rating Council, so the material choice comes with a reflectivity rating as well as a color. More on the process is on our roof replacement page.

Woodland Hills roof repair: trees, wind and hidden damage

A localized roofing issue may only require a targeted repair. However, widespread damage, recurring leaks, or extensive material deterioration can indicate that replacement is a better long-term solution. Infinity Roofers evaluates the roof first so property owners can make an informed decision.
Repairs we handle in Woodland Hills include leaks around vents, pipes, skylights and rooftop HVAC equipment, damaged or missing shingles, cracked or displaced tiles, worn flashing, and seams and drainage on flat roofs. Trees over a roof add their own risk: wind and falling branches can damage roofing even when nothing is visible from the ground. See the roof repair page for repairs by roof type and our storm damage roof repair page for wind and debris damage.
Warner Center and the hills are different roofing markets
The two Woodland Hills ZIP codes hold different kinds of buildings. In 91364, the hillside ZIP south of the boulevard, about 74% of housing units are detached houses and about 29% of occupied homes are rented. In 91367, which takes in Warner Center, about 41% of units sit in buildings with 50 or more units and about 55% of occupied homes are rented (Census estimates, 2020-2024).
On hillside houses inside the mapped zones, the fire rules above set the material. Large apartment and office buildings like those in Warner Center often have flat or low-slope membrane roofs, where the work is seams, drains and ponding water; the commercial roof repair page covers TPO, EPDM and flat roof repair.

Roof permits in the City of Los Angeles
Woodland Hills is a neighborhood of the City of Los Angeles, so roof permits come from LADBS, not from a separate city hall.
A re-roof with a lightweight Class A or B covering over solid sheathing qualifies for an LADBS express permit with no plan check. The roof is inspected when the work is complete, and also before the new roofing goes on when the sheathing has to be checked or replaced.
The neighbors are different: Calabasas, on the west side, is its own city, and Topanga, over the ridge to the south, is an unincorporated community, so a roof a short drive from a Woodland Hills street can follow a different permit path.

We recently had Infinity Roofers replace our 28-year-old tile roof on our house in Wood Ranch Simi Valley, and I could not be happier with the experience. Infinity and Bar was outstanding to work with from beginning to end. He was extremely responsive, dependable and trustworthy, and he did exactly what he said he would do. His crew was professional, worked efficiently, and completed the project on time and on budget. The quality of the workmanship was excellent. What I especially appreciated was Bar’s practical approach to our roof. Instead of installing an entirely new tile roof, Infinity carefully removed and saved our existing tiles, replaced the broken ones with new tiles, installed new fire resistant and waterproof underlayment and then reinstalled the existing tile. The service included removing and reinstalling our 30 solar panels which went smoothly. This approach cost 1/3 of replacing the entire roof and it looks new with a 10 year warranty. We had experienced a few roof leaks, and with another potentially wet winter El Nino ahead, I’m very glad we decided to take care of the roof now—and especially glad we chose Infinity Roofers. Finding a contractor who is responsive, honest, dependable and delivers quality work at the agreed price is incredibly important. Bar and his team checked all of those boxes. I would highly recommend Bar and Infinity Roofers to anyone in Simi Valley or the surrounding area needing roof work. Five stars!
Woodland Hills roofing questions
How do I know if my house is in a fire hazard zone?
Enter the address in CAL FIRE’s fire hazard severity zone map viewer. In Woodland Hills the answer usually depends on whether the house is in the hills south of Ventura Boulevard (often Very High or High) or on the valley floor (usually outside the zones), but the map, not the neighborhood name, decides.
Do I need a cool roof in Woodland Hills?
If more than 50% of a home’s roof is being replaced, yes: LADBS requires a Cool Roof product labeled and certified by the Cool Roof Rating Council. Resetting existing roof tiles on new underlayment is the exception, because LADBS lists that work as not needing cool roof compliance.
